A post to The Oxygen Tank Forum and Comments System by Mark Hirsch, executive producer at S3-Diamond Inc. clarifies that versions of the S3TC-enhanced maps converted for use on non-S3 cards is not a problem for them. Local copies can be found on Z-Axis (thanks quake3nation) where we first heard word of local copies on FilePlanet (the first name on each of these is the map author's): Learth's Asunder, AzrKnight's The CrossRoads, SPoG's Lonely Planet, Mr. Clean's Last Rites, Peej's Face to Fate, ztn's Bad Blood, and Wolfen's Conflicting Interests.
