The Starlancer/Freelancer HQ has posted a Q&A with Eric Peterson, lead designer on Starlancer (thanks AGN3D). It includes this tidbit, which sort of explains the relationship between the two different "lancer" games:

...Starlancer is the first of a trilogy that all preclude Freelancer, so hopefully you will see two more Starlancers in the future.
