This thread on GT's Unreal Tournament Forum has a a couple of posts from Epic's Jack "Mek" Porter describing the possibility that Epic will conduct a similar program to Valve's Half-Life Primary Server program where free copies of the game may be distributed to server operators who have "demonstrated they can run quality Unreal 1 servers for a reasonable period of time," to help make sure UT server propagate quickly.
