Requiring a purchase does not sound like an open beta, but this everything you need to know article has a wrinkle: "Depending on the platform, the start of Vanguard’s second Beta weekend — from Thursday, September 16 at 10 AM PT to Saturday, September 18 at 10 AM PT — is either an Open or Early Access Beta.
