Xbox LIVE's Major Nelson announces that preorders are now being accepted for Forza Horizon 3, confirming along the way the rumors that a PC edition of the racing game is coming, as they tout this as one of their Xbox Play Anywhere games that will also work on Windows 10. Here's what they say:
