Stardock is now accepting applications for a closed founder's program for Star Control, as those who want to buy the project before it is playable will need approval for now. The Star Control website has a survey to fill out and those who are accepted will get insider looks at development, the chance to play the alpha and beta versions, and the chance to influence development of the game. They also offer a FAQ and a forum to fill in the blanks about the upcoming reboot of the space action/strategy series. Here's the deal:

If your application is approved, you will gain access to The Vault and the private forums where you can get an insider's look at our development process as we move toward release.
