The Infinite Crisis website has news that this DC comics-based MOBA is ceasing development as of today, and closing its virtual doors for good on August 14th (thanks PC Gamer). The game will remain completely free between now and then, and those who paid for packs are being provided refunds through Steam. Here's the explanation:

Between now and August 14th, the game will remain available to play completely free. If you have any questions, contact Customer Service for assistance at http://support.infinitecrisis.com.

Steam Customer Support will refund any customer who purchased either The Starter Pack or The Elite Pack. To request a refund, please follow the instructions here: https://support.steampowered.com/kb_article.php?ref=6345-QIDX-7244.
