The 72 MB patch is for the Battlefront.com edition only, and here's an overview: "This second patch to Theatre of War 2: Africa 1943 updates the game to version 1.3.0 and includes the previous tweaks and improvements from the v1.1.0 patch as well as a host of new fixes and features."
