A Issue 16 Overview is now on the City of Heroes Website outlining Power Spectrum, the content update planned for City of Heroes this fall. New content this will add to NCsoft's superhero MMORPG includes a newly updated Character Creator and customizable powersets, and issue 16 will also feature wider powerset proliferation and enhanced difficulty options. The overview outlines these changes, and says other features are TBA.
