I really would have liked to see this implemented in the PC version, as the combat was a bit too simplistic for my tastes.
I read a forum post suggesting a 1.5 patch could see these changes brought to the PC version. Considering how little is known I think this is pure speculation, though given the EE it's entirely plausible.
I'm just playing through The Witcher at the moment, as I've been distracted with other games. I do like it but I don't find it as engaging as Oblivion. It's more linear and feels restrictive, the story is interesting but not particularly well delivered, the combat is very crude and based nearly entirely upon timed clicks, the inventory is still a bit 'bleh' (not as friendly or engaging as games like Clear Sky / Final Fantasy VII), the graphics aren't anything special, the animations are terrible (gliding characters), the camera is still poor, the voice acting is poor (in comparison to games like HL2, Oblivion). I just don't see it as being a particularly good example of what a true PC game should be. Games like Oblivion and Final Fantasy VII were vastly superior, imo.
