Actually, one of the producers said it in an interview "Sometimes you have to say 'This is good enough!'"
The NY Times review nails it. It's a great, amazing, toy. But the game parts don't quite live up to the toy aspect. I'm having a really good time with it as a toy, but am a bit frustrated by the lack of game (mainly in the final stage)

Yes they did. Rush it to market, recoup costs, turn a profit, and start developing more content expansions. MMO developers do this a lot. I would say Spore's development costs was about the same or more. EA probably told Will, "We need you to expedite this game... now!"
