Eh? Basically it means they are giving the software away to mod developers who aren't making money from the software. It's a very good thing for the mod community and those who enjoy said mods.
So let's say a group of modders want to use an engine that does not have the physics processing they want to use, but they like the other parts of the engine. Now, they can plug in the Havok tools without paying a licensing fee for their free mod.
