The original Hitman had a somewhat different feel than the newer games also, so it makes sense to leave it out of this package. It was a lot more feasible to run-and-gun in the first Hitman (one of the missions involved you facing a guy with an M60, for crying out loud). It still encouraged stealthy gameplay, but it didn't make it 99% mandatory like the later games did. Even though the games are basically the same since Silent Assassin, they seem to be getting more and more "open" with each iteration. For example, most of the missions in Blood Money had multiple ways to complete them, which wasn't true of the original (the original had missions with multiple paths, but it seemed to be the exception rather than the rule).
Also, as Jerryk said, the first Hitman was PC-only, so they couldn't include it in this package without porting it to the PS2. Still, it would have made a cool bonus for the PC version.
This is a good value if you don't have any of the included games. If you are just looking for Silent Assassin and Contracts though, you could probably find them cheaper separately.
Bring on Hitman 5.
