You cant return open PC games because they contain a multiplayer component that requires registration of an account which is usually tied to the CD key, you are paying for a SERVICE, do you expect to return your internet provider after youve used it?
Yes. Even most service providers will stand behind their services. If I get a crappy haircut, I don't pay, or I can get a refund if I did. In the U.S. consumers can get refunds from providers of all kinds of services, so there is simply no valid excuse for video game purveyors to not do the same. Does it subject them to some potential loss? Sure it does, but it is simply the cost of doing business in other industries because the customer's satisfaction is more important.

LOL! Your analogy is specious because the only reason underwear can't be returned is due to health concerns. Getting a refund on a plastic disc or some data bits poses no such health risk.
