Yes, Gordon isn't making major tactical decisions like Washington. But the people don't know this. Look at the way the rebels act when Gordon is around. They all look up to him as the symbol of the war. Much the way the revolutionaries looked up to Washington.

As for Achilles being a hired mercenary, that's very accurate as to what Gordon is thanks to the G-Man. Gordon kills what he is told to kill without question. How is that not a hired mercenary?
