This is a problem I have with mysticism and alteration. Both those skills are at 15, the lowest level spells I can find for them require 25 to cast. Iow, I can't get those skills up without a trainer. Ofcourse, nobody in the entire fucking world seems to train mysticism or alteration.
I think this is a flaw in the design. What good is a skill that you CAN'T up by yourself?
There are trainers for both - I know Mysticism is in the city directly east of the capital (forget the name). However, there are spells to buy - go to the "cheap" spell store in the capital, he sells nice low level spells for most of the schools. The only one I think he doesn't for is conjuring. I know he does for Mysticism, Illusion and Alteration, as I needed those 3.

Nope, that's not how it works.
All you need to do is level up skills for the corresponding stats. The scale is from 1-10. So if you've got a combined total of 10 points added to a particular stat (ie, the skills governed by that stat), then you get 5 points. I think 8-9 is 4, 5-7 is 3, and 1-4 is 2. None is 1 point.
So for Str, for example, if you've leveled up Blunt 6 points, and Blade 4 points, the combined total of 10 means you'll get +5 to Str.
Personally, I found the system to be tedious, and rewards microing character development too much, which I abhor, so I simply modded the game to give +5 all the time.
