Doom 3? Don't make me laugh. They could lip-synch decently -- but even that wasn't as accurate as HL2. HL2-level emotion? Hell no.
The character models in the cutscenes in Doom 3 show emotion on par with Half-Life 2 especially the one near the beginning where the demons first come through the portal. The character models aren't textured as well as Half-Life 2, but that is a different matter.
The ability to portray emotions and facial language like HL2?
The ability to portray something is not the actual portrayal. The Half-Life 2 engine may have some unique tools to implement facial animation, but the actual character models used in the game itself don't emote in unique or substantial ways compared to many other games. Where's the crying, the vociferous anger, or the shivering fear? Those would be unique, but I haven't seen anything like that in the game.
