I know one of the early 1990's hurricanes that hit the east coast (Around N.C.) was a huge disaster, and it was partially FEMA's fault

You're probably thinking of Hurricane Andrew, which hit the Miami area of Florida. The poor federal response to it is often cited as one of the reasons that Bush (Sr) wasn't re-elected.

There really weren't any major hurricanes to hit or affect NC in the 1990s. Here's a good resource: http://www.nc-climate.ncsu.edu/climate/hurricanes.html .

The last really big 'canes to do massive damage in the area were Isabel (2003) and Hugo (1989). Both were pretty devastating.
