This isn't the first time FEMA screwed up. Someone help me out here, because I know one of the early 1990's hurricanes that hit the east coast (Around N.C.) was a huge disaster, and it was partially FEMA's fault. Or so it was said many, many, MANY times.

FEMA is a joke, and I am not surprised by what happened. I am, however, surprised that Bush patted Mr. Brown on the back and told him he did a great job. Now that was hilarious.
