I think it's a British thing. They call private schools "public" over there. I believe India was a former British colony.

Yes, it is poorly worded. In fact, going back and reading the article, I still would have came to the same conclusion. The ONLY thing that tells you different is the caption under the picture!
Yeah, it's a mess all the way through. I think this paragraph is the real culprit:

I mean, how could you
not read that and assume Bajaj was "the schoolboy himself"? I sure did.
Then WAY-on down the page (stories like this are usually 'ordered' with the most important details appearing as early as possible so as to avoid confusing the reader.. NTS, explaining who was involved in a story is usually considered pretty frikkin' crucial) I came upon this little crumb:
Observers like Kumari think a variety of people share the blame for grossly amplifying this sex scandal including the authorities who arrested Bajaj and the boy, who remains unidentified because of his age;
Still a terrible piece of writing, but was enough of a cryptic clue to fill me in..
Didn't even look at the caption, but you're absolutely right -- it's almost as if that's all they ever expected anyone to read
