A new alpha version 0.22 of the Neotokyo modification for Unreal Tournament 2004 is now available (thanks SubMerged). This is a maintenance release, and they expect another new release soon. Much of the website is being revamped, but they list an IRC channel where you can find support for this project.

I don't know about the Alien Swarm mod. I tried playing through the demo adn didn't care for the top down game mode.
