tim cain invented the wasteland RPG concept in wasteland
I could be mistaken but I don't believe that Tim Cain had anything to do with the development of Wasteland. Yeah, just did some searching, Cain's name isn't associated with the Apple II game called Wasteland.

Fallout 1, yes. Fallout 2, no. He had already left Interplay.
I doubt you can say he would not be capable
I don't doubt that Tim is a good game designer. What I doubt is his ability to manage a project. Arcanum and ToEE had some good ideas but both utterly failed in the execution, to my mind that is indicative of poor project management more than anything else.
The reason why I'd rather have Obsidian is A) they have all the Fallout 2/Planescape: Torment era BIS talent and B) Feargus Urquhart is there and he has demonstrated the ability to be a producer, something Tim Cain hasn't done. Obsidian hasn't released anything yet so I can't know for certain if it will be a successful developer, but I do know that the people there have worked successfully together in the past. Troika on the otherhand has only shown two horribly flawed games.
