A post to The ION Storm Forums indicates that there is not going to be a release of a Deus Ex: Invisible War SDK for mod authors (thanks DeusExZone) when the upcoming FPS/RPG sequel is released. Here's the deal:

there are currently no plans to release the SDK. it would take a long time to get them in a stable, usable state for release, and right now we're already switching the company's focus to shipping thief 3.

short, VERY short game

Deus Ex was the perfect length. Not too long, not too short. Plus, I've played through quite a few times, and each time I find something new. The only other game that I can think of that has this perfect length and great replayability are Fallout 1 and 2.

Speaking of Fallout, I want Fallout 3!

There was only one catch and that was Catch-22
