Sorry, but the lit person in me has to disagree with you there mate... 'Impacted' might be acceptable in colloquial or hasty speech when you’re trying to mask repetition or embellish the sound, but really I think it is a prime case of a noun that has been turned into a verb by haphazardous journalism and the general decline in English standards. Sometimes a natural transformation of this nature is inevitable where there is no alternative like in the case of noun->verb ‘to e-mail’, but I'd argue that 'affected' remains the proper verb for formal writing.
