That's enough words to tell me you're probably wrong. You've actually seen *64 enemy soldiers all looking at you at the same time*? I doubt it.
It is very easy to have more than 64 in the general area, but it's very very hard to have more than 64 all drawn in such a way that there's a 65th in front of you, firing at you, that you can't see.

Yes, but the preference is to draw the people right in front of you first, and then enemies, etc. So unless you have, say, 64 of your buddies all line up single-file in front of you, you're still going to see that German in front of you firing at you. (That example might not be exactly right, as the algorithm for drawing preference is complicated.)

No. In truth, you pretty much HAVE to have 64 ENEMIES firing at you to get killed by an undrawn unit. Because any other friendlies around won't get drawn if there's an enemy looking at you, unless they are right in front of you.
