The Unreal Technology Website now
offers "a .zip containing all of the .UC source files + debug .U packages
for the official 2136 patch" as well as an updated version of the UDebugger.
The archive is 9.6 MB and they have several mirrors listed.
While releasing the source code is good for mod creators, it also opens the door for the cheat-creating jerks. It's a true double-edged sword.
