I have GTA3 for the PS2. When I purchased it, I was under the impression that it included a multiplayer mode (like all the previous ones before it). Even though the single player game is good, I probably wouldn't have gotten it. In the end, single player gets repetitive.
Most of the people who are complaining about multiplayer (such as myself) also refer back to previous games in the series. This is because multiplayer was actually the best part about the game. Where else can you go leap over the hood of your friend's car as he tries to run you over, whirl around and blow his and four other car's up? (at which point your friend screams obscenities at you!

The potential to be able to run around in the 3D city environment they have built with all its nooks and crannies and try and eliminate your oponent sounds pretty awesome to me.
If your worried about strategy, with the amount of variation in how the city was designed and the ability to basically do things like use cars as barricades, there is a lot of leeway to come up with different ways to win.
While the developers do not have any obligation to provide multiplayer, I do think that the average consumer is getting smarter about using online programs and would be more apt to use multiplayer mode now than at any time before.
