That's... not really strange at all. I'd say it's a pretty fundamental part of human psychology that failing to meet expectations provokes a stronger negative response than not setting the expectations in the first place i.e. maintaining the status quo. If I tell you we're not doing our annual family vacation this year because we don't have the money, you're going to be a lot more disappointed than the kid who has never been on a family vacation.
Especially when you've already paid for it and taken the time off, and just decide not to do it, as it sounds is the case here.
