Say you are a hollywood studio and you decide to film a huge epic medieval film, on location in Europe. If you decide to do that you will have to pay some kind of tax, unless you decide to film it in a studio-set in hollywood.
Basically Trump wants the studios to film everything in the US. Which would suck, for everyone involved.
