SILENT HILL f Refused Classification in Australia

The Australian Classification Website reveals SILENT HILL f is the latest game to run afoul of Australia's guidelines governing content in video games (thanks Press Start). These rules are notoriously strict, and over the years many games have changed content in order to be freely sold in the territory. While sex, violence, and/or drugs are just weekend plans for some, these are the three main causes for games to earn this RC rating. But in this case the reason for the refusal is confusingly omitted. Apparently gamers who wish to know what's up will be informed on an individual basis, as this is the listed reason for the game's refused classification:

I know you're trying to be humorous, but in Australia for animal related deaths 2001->2017, the top 3: Horses, Cows, Dogs. 4th is Kangaroo, and those were all due to motor vehicle collisions. (Aus version of deer crossing road)
Snakes avg 2.5, sharks avg 2, crocs avg <2 people per year in a nation of 20->25 million over those years. You are just as likely to die from lightning strike as those 3 combined. No spider related deaths have been recorded since 1980. The most venomous snake, the inland taipan /fierce snake, has not caused a fatality in modern history (in Australia).

That said, I presume there is either something sexually gratuitous/violent or perhaps a depiction of real narcotics used positively (instead of general "med" or "boost" label)

From what I understand, there are two things that tend to trigger this:
* Real world drugs that have a positive effect when used in game. (eg, can't have "morphine" provide a resistance to damage / healing, has to be a "stimpak" instead).
* Combining violence and sexual content in the one scene, even if either would be allowed on their own.

Australia has been exceedingly anal about classification of videogames for as long as I can remember. They have a great society so I guess they're thinking censorship is the only way to maintain that. Massively overcompensating if you ask me, but what do I know.

2. Politician Walter Moroney: He is not interested in games or censorship and simply tosses a coin each time. He is just in a parking position at the board and will leave it as soon as his party finds a nice little wellpaid position for him anywhere else.
