There's a way to get past that in regular Windows 10 & 11 which should work in Tiny. I just used it two days ago when building a couple of new PCs for a friend, to setup a local user account and bypassing the requirement for a network connection and a Microsoft account.
I purposely disabled the LAN and Wifi hardware in BIOS temporarily, Opened the CMD console with Shift + F10 while stuck at the "searching for a network prompt", and typed OOBE\BYPASSNRO. This forces a restart in Server Install mode. On next reboot the process to select language and keyboard starts again, but if it can't find networking hardware, it gives you an option to setup a local account (a link appears in the bottom right that says "I don't have Internet"):
