There's a way to get past that in regular Windows 10 & 11 which should work in Tiny. I just used it two days ago when building a couple of new PCs for a friend, to setup a local user account and bypassing the requirement for a network connection and a Microsoft account.

I purposely disabled the LAN and Wifi hardware in BIOS temporarily, Opened the CMD console with Shift + F10 while stuck at the "searching for a network prompt", and typed OOBE\BYPASSNRO. This forces a restart in Server Install mode. On next reboot the process to select language and keyboard starts again, but if it can't find networking hardware, it gives you an option to setup a local account (a link appears in the bottom right that says "I don't have Internet"):

Set up Windows 11 without internet - oobe\bypassnro:

Let us know if that works. I was going to play around with that Tinyninstall myself when I get a chance.
DEI hire? Oh how cute, you think you found a way of being a racist without sounding racist. That's adorable!

Continuing my Tiny10 adventure from yesterday, I discovered that it doesn’t include any Wi-Fi drivers for my laptop. I got stuck at the Out-Of-Box Experience setup when it was searching for a network to connect to. After trying every possible workaround, I was about to give up, but then it hit me: there’s an adapter for almost everything to USB. I figured that since Windows 10 should come with basic Ethernet/LAN drivers out of the box, that functionality should extend to Tiny10 as well. So, I found a LAN-to-USB adapter for under $10. Now, I wait until tomorrow.
