The big wigs got a little carried away toward the end of Civ 6 lifecycle with full blown battlepass style live service with new content every month but the devs couldn't keep up and it just nose dived in quality. If they can convince the leadership that isn't going to work - and the absolute bombing of several 200 million+ live service games last year - hopefully did the trick...and more of a slower approach focused on quality will be best for profits in the long run.
Wishful thinking. Take Two are the granmasters of GaaS with 80% of their total revenue from recurrent consumer spending (= MTX/GaaS). If anyone is gonna keep riding that horse, it is Take Two.
Also, the way this usually works is they develop a ton of stuff in advance and *then* piecemeal it so I'm not sure if the issue is really one of "keeping up" with anything. Maybe Firaxis just ran out of steam and creativity all by themselves.
