Believe it or not, that's actually one of the very few unicorns policies from the cons that make sense.

The amount of evidence implicating social media and young people is astounding and undeniable by now.

Scandinavian countries are also legislating to that effect and I expect European countries to follow suit shortly thereafter.

Tool or not, TikTok's algorithm is what buyers want and TikTok doesn't want to sell it, and rightfully so, so divestment isn't really going to happen.
