USA has done this with German scientists during and soon after WW2 ended. I can definitely see it happening again in the real Republic of China.

That is a smart strategical decision by the Taiwanese government. The more safety net outside of Taiwan, the more dangerous for Taiwan. The Taiwanese need to ensure that they remain an invaluable asset in order to keep the PLA out. If Xi has nothing to fear but a storm in a tea cup then he is going to invade without blinking twice.
We are luckily far, far away from that but Taiwan is smart and correct in taking early preemptive measures, especially in light of the new old clown in the White House.
