Windows Server 2025 supports the two Pentium branded processors as they are likely used by some large SI in an embedded application somewhere.
If you look at Server 2022, it's minimum specs were pretty meager and almost any CPU running at 1.4Ghz or better would run.
If you ran Core, you could even get away with running it on much weaker CPUs.
The game is licensing, not technical prowess. Not that any sane individual would look to Windows Server for technical prowess.
