i'm just shocked a 3700x can meet your needs. even at 4k i'd guess you're still CPU limited esp. in AAA games. i was running a 1700x up until 2 years ago, and it really was hot garbage by that time. i could barely play cyberpunk on high settings at 30fps.
In your example you pit a 1st gen processor against 3rd gen. 3700X is miles better than the 1700X as AMD made huge improvements during their first Ryzen ventures.
I got an i7 8700k in my setup and, even though I am looking to upgrade relatively soon, it is more than capable of producing framerates above 60FPS in all modern games (and framerates above 165 in competitive games, my monitor is at that refresh rate anyway so who needs 300FPS) that I have played so far despite being around 7 years old.
People are okay with 60FPS a lot of the time. I know I am. And, if you're frugal you really don't have the drive to upgrade in a short cycle (unless you're a professional who really needs their rendering/compiling done ASAP, time is money and all that).
