Come on...All you need to do is look at the dialogue the developers have with the community. Emil in particular, who is the lead writer and in charge of other aspects, continually denies that there is anything wrong at all with the game. He doesn't believe in design documents, he qoutes Shakespeare while telling student in lectures that "stories don't matter". And this is the guy responsible for Fallout 4's terrible dialogue system, which he actually thought was innovative but caused their writers so many problems because they were essentially forced to have multiple meaningless choices in their dialogue.
