this quote does not make sense. The latter statement implies that other family members sharing the same game are not affected. I don't think that is true since that would be an exploit.
Whether it can be exploited or not seems to hinge on whether the remaining unbanned family members can still share the owner's game purchase or not.
But it doesn't go into that specifically. Just that the remaining unoffending family members won't have their own Steam accounts banned from the game.
If they have their own copy they should be able to continue to play.
I think that it makes sense regardless of whether it's exploitable or not though.
If anything, the intention seems to be to close an exploit rather than open a new one... the offender
and the owner of the game are banned.
