It was basically an open secret when I was in that a lot of people were getting in good with the corpsman or whomever was checking sailors in your command to have the results fudged in your favor so you didn't have to do the extra physical training. That applied mostly only to officers and chiefs though. Some commands were stricter than others. I failed once and had to do it.
Do you mean BMI of 25%? Because 15% is 100lbs for a 5'9 person.
Army is 18.9 - 27.5 for BMI.
