I see multiple reasons for this. Player apathy towards another me-too multiplayer hero shooter. People being less excited about an online-only game when the deal can be changed at any time and poor player numbers become a snowballing self-fulfilling prophecy. Loss of faith in Sony after the Helldivers 2 mistakes. Crap marketing and exposure. It's not free but really should be. I wouldn't presume to know what is the biggest contributor, but I suspect that all play a part to one degree or another.
