I posted a comment earlier, theorizing that Dr. Doom is a version of Tony Stark who became a villain in another universe. Given how confusing the Multiverse Saga has been, this would add another layer to the confusion. It wouldn't help unravel the confusion, so go for it and cast Robert. Box office cha-ching!

Logic is a discipline they have developed to control their violent tendencies, and is taught to young Vulcans. If you made a human into a genetic Vulcan he'd be an emotional maniac without the training.
Way to destroy the fictional MaGiC of an injection causing an instantaneous species change.

I somehow had to resort to LinkedIn to find the right mag drill for a particular difficult metal working job on an oil rig I worked on. I found a decent human person on there who managed to send me a modified machine for the job. That was pretty ace. LinkedIn isn't just for finding a job anymore. It's become some very weird social media hybrid for businesses. Or maybe that's always what it was. No idea...

You’re not using it wrong, it’s just not the right size.
I’ve worked in semiconductor clean rooms, their entire ceiling is a hepa filter with an open grating floor (it’s hell when you drop a screw). A little hepa unit setting on your desk or a larger one in the corner is a joke.
The advertised results of overpriced home units are tested at their highest fan setting, something most people would never do because of the noise.

It's a reversal, considering Chris Evans played Johnny Storm in the original Fantastic Four and then was cast as Captain America for the MCU. The difference is that Robert Downey Jr. is instantly recognized in the MCU as Tony Stark/Iron Man. Having him play another character seems "strange" unless the film reveals this version of Doctor Doom is actually a version of Tony Stark gone astray in a different verse to become a villain. Totally within the realm of possibility. However, if the writers did that, it would seem like half pandering and half lazy writing. The whole Multiverse Saga has been one confusing mess.

I'm happy that a movie actually managed to excite audiences again, even if it is another Marvel superhero movie. Jackman and Reynolds are high-charisma people playing very popular heroes and have proven themselves to be able to get people to movie theaters. That's both good, because I was starting to doubt that anyone could, and bad, as they are not getting any younger and there aren't many actors like them playing superheroes. Until a younger actor playing something besides a superhero for the 20th time is able to draw people to the theater I'd say that this is more of a stay of execution rather than a turnaround.

He was in Oppenheimer and played four different characters in The Sympathizer. He is hardly desperate. Why he'd take on this role is a bit of a head scratcher.

Yes, the MCU is desperate because after Endgame it's been tedious, over-saturated bullshit. He's not desperate, which is why I would guess he's getting one of, if not the, biggest paycheck ever.
