I have learned a ton about Eagles and other wildlife by watching rescues/rehabs on the Enoch Wildlife Rescue channel https://www.youtube.com/@GowildlifeOrg/videos
For one, you have to be licensed to deal with eagles because of the Bald and Golden Eagle Protection Act https://en.wikipedia.org/wiki/Bald_and_Golden_Eagle_Protection_Act
If a rescued eagle will never be well enough to return to the wild and/or there is not a need for one from education facilities/zoo's, it must be euthanized. That alone is probably one of the main reasons that licensed rescuers/rehabilitators only stick around for 3 years.
