Yes you can. Just switch to offline mode. Or, to be perfectly safe: Pull the plug or turn off WLAN. It's no rocket science.
Also, it will only break those mods that rely on FOSE. Everything else like simple texture replacement mods etc. will be safe, of course.
Finally, if anyone is just now playing FO4, it's just shitty timing. You had almost a decade to play it and OVER FOUR YEARS to play it completely undisturbed by any patches since the last patch came out in December 2019.
Final-Finally, it remains to be seen how alert and quick the FOSE folks are gonna be. If they update FOSE the same day as the patches are released then this is pretty much only a very minor nuisance.
