Mostly. It's a big game so you'll get some jank here and there but I've gone entire 100-hour playthroughs without seeing significant bugs.
Seriously Phantom Liberty reaches Witcher 3 levels of storytelling at times. People kind of complain that there's a slow story beat in the middle and they're not wrong but I enjoyed the hell out of the change of pace.
My main complaint of PL is that it's such a jarringly different and self contained expansion in theme and story compared to the rest of the game that coming out of it feels like the volume got turned down on Night City. While you can go into it early in the game I'd probably wait until you were prompted to go to Embers before going into Dogtown. My first playthrough it was basically the last thing I did before going to the endgame and I'm glad because some of the side content feels a little thin compared to PL.
