It's because unlike you I know that Paradox owns the *full* license an IP rights of Cities Skylines. To me that is being bought out as a studio.
Semantics? Maybe. The question is what do you add to this discussion aside from toxicity?

A game like City Skylines being capped at 30fps isn't a problem to me. IF the tradeoff is better performance at higher graphic fidelities. The problem is that they had awful performance at launch, and they didn't have to. I could be wrong, but the sales you might generate by releasing in q4 won't make up for the bad word of mouth and the hit your rep takes overall by rushing to release a game that is this unoptimized. Chris Roberts' epic incompetence aside, I miss "when it's done" as a release date. In this day and age, I'd settle for "when it's passable".

It's on Paradox's service because they have a contract with Paradox, but they're not owned by them.

I'm not fussed about the modding platform switch. The Steam workshop TOS effectively involves giving whatever you make to Valve; the Paradox TOS isn't any worse.
