For me, the changes with stealth heists made me actually take a look at the game again. PD2's stealth seemed to me like an exercise in frustration, where the RNG might completely screw you over. PD3 removed the "concealment" trait (so the only states are mask on/mask off), has a better defined public/private/restricted area system, guards with actual guard rounds, and AI behavior that makes some sort of sense. It's a lot more fun now (for me, anyhow) to play stealth missions with my friends, as the game becomes one large puzzle.
It's not to say that it's perfect, though, since I can imagine your enjoyment may vary depending on if you enjoy those sorts of puzzles, and if you generally play with friends or pubbies. That, and there's the general wonkiness you can expect out of a new release -- matchmaking errors seem to come up every so often, but not as bad as it was during the most recent technical beta.
