As of January 1 2024, Steam will officially stop supporting the Windows 7, Windows 8 and Windows 8.1 operating systems. After that date, the Steam Client will no longer run on those versions of Windows. In order to continue running Steam and any games or other products purchased through Steam, users will need to update to a more recent version of Windows.
The newest features in Steam rely on an embedded version of Google Chrome, which no longer functions on older versions of Windows. In addition, future versions of Steam will require Windows feature and security updates only present in Windows 10 and above.

Microsoft has rolled back the TPM requirement for most hardware that meets the rest of the required specs.
Mine has no TPM and Windows 11 installed just fine on it, it's never complained about it (B550 mobo / 3700x processor). How old is your motherboard/processor?

This is what the WIndows 11 PC specs check app tells me

Easiest way to install Windows 11 on any PC that doesn't meet the hardware requirements is to use Rufus:

I have an old Dell Intel Quad core Q8400 sitting on the shelf as a charity PC, with 4GB ram and a well used 128GB SSD, and it's running Win11 as fast as a greased pig.

Actually just managed to install it using the normal media creation tool from Microsoft. It didn't even tell me my CPU wasn't good enough, it just installed. I guess that PC Health Check thing is either out of date or is just there to discourage people from trying.
I still have the watermark on my screen telling me that while I am indeed runnning win 11, my CPU doesnt support it. I have yet to have any trouble....but the watermark in the bottom right of the screen is a little anmoying.
5 years old CPU....I mean seriously...WTF am I thinking.... :-eyeroll-:

Are greased pigs faster than ungreased pigs?
