Google and Mozilla are working on iOS browsers that break current App Store rules.1. Good. Safari is the new Internet Explorer and this is the first step in either getting rid of it, or forcing Apple to improve it.
2. I'm not sure it matters, I don't see Apple ever allowing this unless forced to by law (touched on in the article).
