For sure they have a foundation, but also have to keep mind the current sales, which are currently below Callisto Protocol even though word of mouth with the DS1 Remake is that has less launch issues and is generally well liked -the sales of course could change over the course of this year. It needs to sell with new customers (those that have never encountered the series) and returning fans. And then hypothetically if they do DS2, what will they do about DS3 the least favorite of the series and probably would require the most for redesign.

Dead Space Remake Devs Interested in -Exploring Dead Space More,- Discussions Planned With EA

It makes sense, they've got the foundations laid, surely dead space 2 would be easier to make now. It's more like a big level pack than an entirely new game. (I'm assuming they wouldn't bother with the poorly received versus multilayer mode - but perhaps some kind of tower Defense and survival hybrid could work thematically, you are an engineer after all! Or just drop mp entirely and focus on the strenghts of DS2, single player)
Just concentrate on the single player. AFAIK the DS2 production was way more expensive than DS1 due to more cut scenes etc. Depends on how much they'd have to re-create from scratch but sure the engine is all done now. I'd also be fine if they skipped 2 and jumped straight into 3. A lot more stuff needs to be fixed there.
