Honestly, that CNN Business article earlier in today's news is probably right. Musk is having buyer's remorse because he was going to finance a big chunk of the Twitter purchase off the value of Tesla stock. As I've pointed out before, he may be the world's richest man ON PAPER but that's all tied to Tesla stock. Tesla stock is now worth 30% less than it was when he made the initial offer. He should just pay the Billion 'walkaway' penalty and call it a day, but he wants a get out of jail free card. The irony is he could easily spend more than that billion trying to litigate his way out of this.
